Dr. Longyu Zhou was Granted 2025 CIC Doctoral Dissertation Incentive Program

The China Institute of Communications(CIC)Annual Conferencewashold in Xi’an on December 5th, 2025. On this occasion,the CIC officially included the dissertation, entitled “Intelligent Resource Management in Internet of Things for Multiple TargetsTracking”, authored by Dr. Longyu Zhou in the 2025 Doctoral Dissertation Incentive Program (formerly Excellent PhD Dissertation Program). This dissertation focuses on the study of heterogeneous resource management to ensure a real-time and reliable tracking performance with a high successful tracking ratio using Artificial Intelligence (AI) and Digital Twin (DT) technologies. This selection recognizes the significant contribution of the work for advancing intelligent resource management in IoT systems.

Dr. Zhou is the PhD graduate of School of Information and Communication Engineering (SICE), University of Electronic Science and Technology of China (UESTC). He addressed main challenges of drone swarm collaborative tracking through multidimensional heterogeneous resource optimization with theoretical exploration and engineering practice. The research achieved remarkable results in terms of “wide coverage” “fast tracking” and “high accuracy” for multiple moving targets. His innovative achievements have been successfully applied to key NSFC projects and have provided important technical support and theoretical foundations for emerging fields including low-altitude economy and next-generation information technology.

The CIC Doctoral Dissertation Incentive Program is established to advance progress of information and communication in China, encourage innovative research, and foster the growth of young talents. In 2025, the CIC received a total of 58 nominated dissertations. With a rigorous selection process, 10 dissertations are ultimately selected for the 2025 CIC Doctoral Dissertation Incentive Program.

The research work of Dr. Longyu Zhou was supervised by Prof. Supeng Leng who is the leader of Ubiquitous Wireless Network group, UESTC. The group is mainly engaged in research fields of Internet of Vehicles, Low-altitude Intelligent Networking, wireless distributed networks, and intelligent networks. As the leading professor of SICE and the director, Prof. Leng actively promotes the development of Sichuan Provincial International Joint Research Center for Ubiquitous Wireless Networks. Prof. Leng also awarded as a CIC Fellow in 2025 for his contributions to wireless distributed networks and intelligent mobile networks.
